Composition Rules and Roles of the Pay Equity Committee
When a covered organization employs more than 100 employees, the employer is legally required to establish a pay equity committee for each pay equity plan or program to be completed. The committee is intended to ensure a structured, transparent, and compliant approach in accordance with the Pay Equity Act.
A pay equity committee is composed of representatives of the employer, employees, and accredited associations (unions), where applicable. The committee must include a minimum of three (3) members and comply with the following requirements:
- At least two-thirds (2/3) of the committee members must be employees.
- At least 50% of the employee representatives must be women.
- Employer representatives must not exceed one-third (1/3) of the committee members.
Committee members may include internal representatives or external parties, such as specialized pay equity consultants. As a result, various committee structures are possible, depending on the organization's size, workforce composition, and union representation.
The pay equity committee plays a key role in the initial and critical stages of the pay equity process. Its responsibilities include:
- Identifying predominantly female and male job categories.
- Selecting the job evaluation method and assessment tools.
- Evaluating and comparing job categories.
- Identifying required salary adjustments.
- Participating in the posting of pay equity results.
With respect to salary adjustment payments, the committee acts in an advisory capacity only, as the employer retains final decision-making authority.
